California Democratic Sen. Alex Padilla insisted Saturday that he didn’t pre-plan his heckling of Homeland Safety Secretary Kristi Noem in Los Angeles — claiming that the stunt that obtained him handcuffed was a spur of the second try at congressional oversight.
